Vučković: In terms of public administration reform, the least amount of progress was made in depoliticization

“In public administration reform, which has been ongoing for the past seven-year period, the least amount of progress has been in the area of depoliticization”, said Nataša Vučković, Secretary General of the CDF, during a guest appearance in Marker, on Insider TV.
"I am still under the impression that most appointments are made from within the political sphere and party affiliation. This is because we are actually abusing those opportunities given to us by the system, we are not opening public calls for tender, when necessary, we are extending the mandates of acting officials," Vučković said.
As she mentioned, we are making very little progress in terms of reducing the number of acting officials, as there is no clear political will to do so, yet everything depends on this.
"In fact, we have deepened the gap between the developed and underdeveloped parts of the country. This has been caused by unequal digitisation, and large numbers of inhabitants remain without the services necessary for development," said Vučković.
When we talk about EU assistance for reform, she says that there is no clear indicator of how much the invested money has helped public administration, but that it is important to say that we as a society are in a crisis concerning supervision - for example, the laws are sound, but there is no follow through.
"An administration tailored to all of us must first of all be accessible, efficient, responsible, comply with the laws and must have a supervisory function. The administration is inspections, all municipal services, all supervisory bodies, control institutions. It seems to me that, on the one hand, this should be conducted by increasing the responsibility of those who manage public services and, on the other hand, by improving regulations and rules for controlling the execution of responsibilities. To me, this seems to be the key," said Vučković.
